Governor Newsom Signs SB 1414 into Law: Increasing Penalties for Child Sex Buyers in California

On September 26th, California has taken another pivotal step in the fight against child sex trafficking. Governor Gavin Newsom signed Senate Bill 1414 (SB 1414), authored by Senator Shannon Grove (R-Bakersfield), into law. This landmark legislation aims to enhance protections for vulnerable children by increasing penalties for those who solicit or purchase children for sex.


Stronger Penalties to Protect California’s Children

With SB 1414 now enacted, the legal consequences for soliciting or purchasing sex with a child have shifted from a misdemeanor to a felony. This change represents a critical move in combating child sex trafficking, ensuring that offenders face more severe repercussions. The law includes specific provisions for cases involving 16- and 17-year-olds, requiring clear evidence that these minors were victims of human trafficking. Senator Grove highlighted the urgent need for this legislation, stating:

"Today marks an incredible victory for California children. With the signing of my bill, SB 1414, we are reaffirming our commitment to safeguarding the most vulnerable among us—our children...Criminals have been far ahead of us when it comes to child sex trafficking. We must have a strong approach to eradicate this brutal crime and ensure no child is reduced to a commodity."


A Step Forward, But the Fight Continues

Senator Grove emphasized that while SB 1414 is a significant achievement, it is only one piece of a broader strategy. Following her earlier success with SB 14, which also focused on protecting children from trafficking, she remains dedicated to championing future legislation aimed at shielding California’s youth from exploitation.

“This is a crucial step, yet there is still work to be done. My pledge to champion protections for ALL children in California remains unwavering,” she concluded.


Survivors’ Voices at the Core of Change

SB 1414 was not only shaped by legislators but also profoundly influenced by the courageous voices of trafficking survivors. These individuals shared their harrowing experiences, driving the bill’s creation to ensure that those who exploit children face justice. The bill also received substantial bipartisan support, along with backing from the First Partner, Jennifer Siebel Newsom, and a coalition of over 100 organizations.

Two leading organizations, 3Strands Global Foundation and Love Never Fails, sponsored SB 1414, tirelessly advocating for its passage. Their commitment to prevention and survivor support has been instrumental in making this law a reality.


Ashlie Bryant, CEO of 3Strands Global Foundation, expressed:

“This legislation is a reflection of the tireless efforts of survivors, advocates, and legislators committed to ending human trafficking in our state. SB 1414 represents real progress in protecting our children and ensuring that those who seek to exploit them face the full force of the law.”


Similarly, Vanessa Russell, Executive Director of Love Never Fails, called it a victory for California’s exploited children and their families:

“We hope sex buyers will seek healing and protect children instead of harm them in the years to come.”


Looking Ahead: SB 1414 Takes Effect January 1, 2025

First Partner Jennifer Siebel Newsom applauded the bill’s passage, noting:

“No imperative is stronger than our responsibility to protect the most vulnerable members of society...I applaud the Governor, Senator Grove, and the Legislature for sending a bipartisan message that crimes against children have no place in California.”

SB 1414 will officially take effect on January 1, 2025, bringing new hope to the fight against child sex trafficking and reinforcing California's commitment to protect its children.
