Orange County, California, is renowned for its scenic beauty, affluent neighborhoods, and thriving tourism industry. Yet, despite its reputation as one of the safest places to live, the region has become a major hotspot for human trafficking.
Between 2019 and early 2023, the Orange County Sheriff’s Department Human Trafficking and Vice Unit arrested 77 traffickers and 251 clients.
During the two-year period of 2019-2020, two non-profit agencies, Waymakers and The Salvation Army, assisted 357 victims of which 174 (49%) were new victims.
10% were labor trafficking victims, 88% were sex trafficking victims, and 2% were both labor and sex trafficking victims.
28% were minors and 72% were adults.
15% were foreign nationals and 85% were American citizens.
Since 2012, OCDA has prosecuted 773 felony cases of human trafficking, pimping, and pandering.
During the period of 2012 to 2020, 94% of the cases reviewed by the Orange County District Attorney’s office have gone to jury trial with 95% resulting in a guilty verdict.

Why Orange County?

As a result, traffickers see it as a lucrative opportunity for exploitation. According to the Orange County Human Trafficking Task Force, around 80% of victims and traffickers come from outside the area.

Human trafficking thrives in places like Orange County, where demand remains high despite efforts from local law enforcement. While the overall crime rate in the county remains low, traffickers take advantage of the area's wealth and high volume of visitors to exploit vulnerable individuals. In recent years, law enforcement has made significant strides, arresting dozens of traffickers and clients, but the issue remains widespread.
Community and Law Enforcement Response
The Orange County Human Trafficking Task Force, in collaboration with local law enforcement and nonprofits, works tirelessly to combat trafficking. These agencies focus on identifying victims, prosecuting traffickers, and providing support to survivors, such as legal aid, housing, and counseling. However, because of the area’s demand, human trafficking continues to be a persistent problem.

Support local organizations: Nonprofits essential services to trafficking survivors. Volunteering or donating to these organizations can make a big difference.
Educate others: Raising awareness in your community is key. When people know the signs of trafficking, they are more likely to report suspicious activities and provide victims with a path to safety.
